Brothers and Sisters,

Our children, our community… WE are facing Education Genocide! Our children are rapidly becoming our third generation of mis-educated drones destined for either, jail, the grave or low paying dead-end jobs. The longer WE as parents and concerned remain inactive in our children’s educational life the more horrendous the problem becomes. It’s time we rebuild our struggle for Community Control and Fight Back!

The Bloomberg-Klein “Children First” education policies have merely re-enforced institutional racism in our public schools while selling off chunks of the system to their privateer friends. Our children are “first” to be kicked to the education curb… winding up dropping out in their middle school years resulting in less than 10% of our children receiving a Regents Diploma by the time they are 20 years old!

The Problems

• Parents Left Out of School Decisions
The erosion of and then the elimination of local school boards have left our communities without a forceful voice and policy-making ability within the school system. Bloomberg-Klein have created a corporate type top down management system that does not tolerate criticism or debate or parental input.

• White Supremacist Curriculum
Bloomberg-Klein have re-enforced the racist ideas that relegate Black people and other people of color as incidental in the evolution of humanity and its civilizations. They do this by way of their high stakes tests, their institutionalization of white supremacist curriculum, and their deliberate violation of the 1997 and 1998 laws mandating the teaching of African American and African Diaspora history.

• Underground Railroad School Rejected
The Bloomberg-Klein gang of non-educators have rejected a school proposal that is designed to uphold the state and federal mandates regarding the teaching of Black History. A proposal that was created by some of New York City’s finest and most experienced educational professionals from our schools and universities.

• Regents Exam Asked Racist Questions
Let’s be perfectly clear: Jewish teachers and parents would NEVER allow a regents question to have students discuss the “merits” of Hitler’s Nazism! But, in 2006 Black children faced on the Regents Exam this statement from British racist imperialist Lord Lugard:


“. . . Let it be admitted at the outset [beginning] that European brains, capital, and energy have not been, and never will be, expended [spent] in developing the resources of Africa from motives of pure philanthropy [goodwill]; that Europe is in Africa for the mutual benefit of her own industrial classes, and of the native races in their progress to a higher plane; that the benefit can be made reciprocal [equivalent], and that it is the aim and desire of civilised administration to fulfil this dual mandate. By railways and roads, by reclamation [recovery] of swamps and irrigation of deserts, and by a system of fair trade and competition, we have added to the prosperity and wealth of these lands, and [have] checked famine and disease. We have put an end to the awful misery of the slavetrade and inter-tribal war, to human sacrifice and the ordeals of the witch-doctor. Where these things survive they are severely suppressed. We are endeavouring [trying] to teach the native races to conduct their own affairs with justice and humanity, and to educate them alike in letters and in industry. . . .”

WE have allowed this white supremacist atrocity to happen because of our INACTION!

• Black Teachers/Principals Forced out
We hear of Black teachers being harassed and drummed out of the school system everyday. Black principals have faced increasing pressures to be super-principals while their white colleagues get rewarded for mis-educating and criminalizing our children. Bloomberg-Klein have overtly been recruiting white teachers over Black teachers. They have continued the Giuliani policy of going overseas (to Australia, for example) to find white teachers rather than recruit and train the thousands of Black and Latino citizens right here in New York City who are ready and willing to become teachers.

• Schools Health Hazards for ALL
The Bloomberg-Klein policy of privatizing school maintenance has accelerated the environmental hazards our children face everyday they go into their schools. In addition, the “MacDonaldization” of school food has helped hasten the rise in our children becoming malnourished and obese. This bad diet directly results in poor thinking!

• School “Safety” = Prison–style Methods
Walk into any of our neighborhood schools (with only a few exceptions) and you will be walking into a prison-like institution. Metal detectors, a lockdown atmosphere, teachers-as-wardens attitudes coupled with drab prison colors throughout the building and you see some of the reasons why our children loathe going to school.

• DOE unable to Stop Gun Violence
Bloomberg-Klein’s response to gun violence erupted around our schools is to bring in more of a repressive army of cops instead of creatively getting to the root causes of gun violence through forming community and youth taskforces that directly address the issue. In addition, Bloomberg-Klein refuse to support the “Fight-Free” or “Peace Zones” concept that have successfully reduced youth violence elsewhere in the nation. We can only conclude that the present school leadership WANTS the violence to continue in order to help boost the NYPD budget and guarantee that the upstate prison beds be filled.

These are just a few of the terrible problems our children and our communities face everyday in regards to the education of our children. We have not even discussed the NY State department of Education’s incompetence… or George Bush’s No Child Left Behind Act’s guaranteeing that OUR children are left behind to rot holding pens of mis-education.

We have but one choice- if we are about making sure that our children excel now and in the future: WE MUST ACT NOW! We must act now as a powerful united force that we know we can be.

• Build BNYEE into a Militant Mass Membership Organization
We cannot expect to defeat the powers of Bloomberg-Klein with mere talk. We must be mobilized. Mobilized even more powerful than we were a generation ago within the battles for Community Control. Black Education Power is real only when we have Black New York ORGANIZED. BNYEE is here to do that: to be our central activist organization that is not afraid to take on millionaire school chancellors or billionaire mayors.

• Hold Local Black Education Forums
Through BNYEE we can hold regular Black Education Forums to help educate and mobilize all of our neighborhoods to help stop the educational genocide.

• Join the Underground Railroad Curriculum Petition Campaign
We still need to put pressure upon the elected officials and the dept of Education to actually implement the state and federal mandate to teach Black History in all grades. The ongoing petition campaign is a way to inform everyone that NYCDOE is in violation of this law.

• Join the Campaign to Make Black History Mandatory
for High School Graduation

Every child of every race and nationality should know about the centrality of people of African descent to the development of humanity, civilizations and specifically to this society. Making Black History a mandatory graduation requirement helps establish a K-12 Black History Curriculum as well as help NYDOE graduate young people who are well rounded and grounded active citizens.

• Hold BNYEE Black History Youth Workshops in Your Neighborhood
BNYEE has successfully held Black History Youth Workshops in the Bronx and Queens. These workshops give students and their families a taste of what could happen in their respective schools and grades. The Black History Workshops are led by dedicated Black public school and university educators FREE of charge.

• March on Tweed/City Hall May 17th
BNYEE is planning a major Black Educational Excellence march on May 17, 2006. May 17th is the anniversary of the historic brown v Board of Education Supreme Court school desegregation decision. We envision thousands of students and parents surrounding both Tweed and City Hall. In order for this march to be a success at that level, we need everyone’s support who is reading this.

Critiquing Tavis Smiley's Covenant with BlackFolk-Part I


So far, these events have been large turnouts. In early March 2006, Brooklyn's Concord Baptist Church had an overflow room... and that was not enough. This means that there were at least 3000 folk who came literally on a couple of days notice.

Our people are hungry for social action. Hungry for comradeship in the midst of multiple states of emergencies. Hungry for a Malcolm X or Martin Luther King or a Marcus Garvey to lead us out of blinding oppression. Hungry for Organized Social and Political Action. Hence, they will come out to a celeberty-filled EVENT that's a talkfest to look for leaders and answers. They'll go away mixed with a sense of upliftment & racial solidarity coupled with frustration due to lack of putting talk into action by the talkers.


My issue with Tavis Smiley is that he has systematically excluded nationally and locally known Black revolutionaries/radicals from being part of the dialogue. He merely blackens what corporate-controlled media and academia does: render Black revolutionaries/radicals/PanAfricanists invisible or "old school." So his Town Hall meetings wind up being discussions between reformers and accomodationists who are incapable of (and not interested in) mobilizing their offices much less Black communities. They objectively and subjectively work on setting up Black America for the whims of the Democratic Party's presidential candidates and various NGO-izing foundations that suck the revolutionary spirit out of community organizing and morph our militancy into polite begging for some nanocrumbs.


I would support a sitdown with Tavis to try to convince him that wherever he has his Town Halls, that Black revolutionary/radical forces be equally on stage (at least 2). I also think we should do a written critique of Tavis's Covenant. It should not be left to float to th e surface as our 21st Century Black Manifesto.


I also recognize that we are in this terrible space where our people are hungry for social action and the traditional Black Resistance Fighters are far and few between among the under 40 folks but many among the 55 and older folk: the AARPs (Aged African Revolutionary Persons). Never before in our 500+ year history in the Americas have we had such a dilemma: where the Revolutionary Center is found among elders & near-elders. (I'm NOT saying that there are no Black young revolutionaries in the US. I know there are. I'm saying that the qualitative and quantitative center of this Black Revolutionary force is located amongst the older activists and praxtioners.)


The question of rekindling our Black revolutionary youth force is OURS to answer- not Tavis or Cornel or Sharpt on... and time is definately running out between mounting US fascism and so many of us aging out of struggle in so many ways.

Scholars Undo the “Whitening” of Egypt

Ft. Lauderdale Forum Critiquing the King Tut Traveling Exhibit

What most of know of Egypt has been filtered through Hollywood films, TV dramas, “documentary” programs, visiting museums or by looking at the National Geographic Magazine over the years. We wind up with the belief that:

(1) Egypt is not in Africa. Or if it is in Africa, its ancient civilization was founded by either Europeans or beings from outer space—
(2) The Ancient Egyptians looked more like whitefolks than Africans
(3) Greece was the cradle of Western Civilization--
(4) Africans played only minor servant-like role in the thousands of years of Pharaoh rule—
(5) Egypt is always separated from Africa (i.e. “Egypt AND Africa”; African Art/Egyptian Art depts. in Museums)

Besides these lies, distortions and racist constructs, we have all grown up with crazy images of mummies and evil pharaohs constantly pillaging frightened bug-eyed Africans and frail pale white damsels in distress… only to be saved by dashing and daring white men who- somehow –are able to kill the unkillable… to outpower the all powerful pharaoh/mummy. In other words, Egypt becomes this super-mythological place where white supremacy reigns over exotic evils, sciences and beauty that constantly needs to be “tamed.”

Most of us never get a chance to hear Black and progressive white scholars and activists scientifically refute these deliberate distortions of Egypt because that would undermine the very foundation of Eurocentrism’s notion and policy of white supremacy. Besides, billions of dollars are being made off of these racist fabrications in the West’s cultural industry… and psychological dominance prevails through these myths.

Well, an historical breakthrough happened in Ft. Lauderdale, Florida on 16-17 February: hundreds of Blackfolk got a chance to listen to the exposure of and the unraveling of the “whitening” or “Europeanization” of Egypt from Black Scholars and one brave British Scholar. The priceless Tutankhamun and the Golden Age of the Pharaohs exhibit on loan from Egypt is currently installed at Ft. Lauderdale’s Museum of Art.

The images and history being promoted by these Eurocentric Egyptologists, archeologists, anthropologists, historians and forensic scientists tells us that King Tut was a whiteboy who reigned over a vast kingdom that had its familial and cultural roots somewhere outside of Africa. After all, all this splendor, architectural wonders and scientific knowledge existing 6000 years ago COULD NOT BE CREATED BY BLACK AFRICANS.



Florida International University’s Africa New World Studies hosted a full day learning experience with one of the foremost African scholars on Egypt: Dr. Theophile Obenga currently of San Francisco State University. On Feb 16th students and ordinary folk from the South Florida area got a chance to spend a whole day interacting with Dr. Obenga culminating in a 3-hour evening presentation on the proving the African roots of ancient Egypt. Since, Dr. Obenga is fluent in Greek, Hebrew, and Latin as well as being able to read ancient Egyptian hieroglyphics he was able to reveal Egypt’s Africanity through primary documents.

Then on Friday Feb 17th, the splendid African American Research Library and Cultural Center of Ft. Lauderdale hosted the symposium: “Egypt: Africa’s Glorious Daughter”. It was a collaborative effort within a new consortium call the Florida Africana Studies Consortium… and it was standing room only in the library’s auditorium. The panel included:

- author of Ancient Egypt and Black Africa; A Student Handbook and African Philosphy During the Period of the Pharaohs 2780-330 BCE
Martin Bernal- Black Athena: The AfroAsiatic Roots of Classical Civilization (3Vols)
Asa Hilliard- The Teaching of Ptahhotep and The Reawakening of the African Mind
Manu Ampim- Egypt as a Black Civilization and Modern Fraud: The Fabricated Ancient Egypt Statues of Ra-Hotep & Nofret

Babacar M’Bow
, the symposium convener and Broward County Library executive, set the context with his essay: “The Rationality of African History”. He was followed by the panelists who –with the aid of visuals- outlined issues that focused on demystifying the Eurocentric dominance over Egyptian scholarship and research and definitely laying to rest King Tut’s African roots.

Dr. Obenga led off with a visual presentation on “Beauty” from African antiquity to today. He pointed out how the ancient Egyptians were masters of the science and spirituality of beauty which was passed on over the millennia to all of Africa and Europe.

He was followed by Dr. Hilliard’s “Understanding of the Humanity of Africans: 18th Dynasty, Without Extreme Makeovers” which exposed the deliberate obfuscation of King Tut’s African bloodline.

Then Dr. Martin Bernal followed with a presentation revealing that 60% of the Greek language is attributed to having roots in Africa. And moreover, the key words describing complex philosophical, social, cultural, spiritual and scientific concepts are of Egyptian origin and not out of Greece’s Indo-Asiatic linguistic roots.

Finally, young scholar-activist Manu Ampim, through his international research of museums, archives, exhibits and travels to Egypt exposed the widespread fabrications and distortions within the world of Egyptology and exhibitions to make sure the general public sees a “whitened” Egypt.

Officials from the Museum of Art’s King Tutankhamun exhibit were silently present- even though they were asked to be on the panel. This is typical of these “scholars” of Ancient Egypt: they do not engage in a public dialog with Black scholars of Ancient Egypt. The last time they did this was back in 1974 at a UNESCO-sponsored Cairo symposium when the late Dr. Chiekh Anta Diop and Dr. Obenga left these white Egyptologist “experts” speechless or stuttering after they thoroughly proved beyond a doubt the “African-ness” of the Pharaohs. Now, a generation later, we have to fight a similar battle, because these white supremacist scholars have regrouped and now try to use hi-tech smoke and mirrors approach to attempt to make Tutankhamun more “white” than he actually was. They have mixed CAT scan, DNA technologies with artist renderings of what the boy-king would look like and have presented to the world at least three different images! If it was truly scientific, their methods would have produced one image from three different approaches/interpretation of the data.

The pioneering work of Obenga, Bernal, Hilliard, and Ampim are joined with the works of Maulana Karenga and Molefe Asante … and other African scholars (and a tiny handful of white scholars) so that now we have for the world to see that Egypt is truly a glorious Black and Beautiful daughter of Africa. Your task is to make sure we get their works and views into our schools… and to be ever vigilant when the King Tutankhamun exhibit comes to a museum near you (Chicago and Philadelphia) bearing the likeness of whiteness.

The Continued Importance of a Militant Black History Month




Sistas & Brothas,

We need to put Black History month in the context of our Black Liberation Struggle. That is to say, Carter G. Woodson ASSERTED a Black History Week. He did not ask for permission from whitefolks. He ASSERTED it because there was a strong Black Social Movement underway; the New Negro Movement and... soon-to-follow the Garvey/UNIA-Harlem Renaissance Movement. Brotha Woodson promoted "Negro History Week" and the Black National Anthem ("Lift Every Voice & Sing") as both POLITICAL and CULTURAL acts within a violently hostile and deeply segrgegated nation. It was an effort to raise the consciousness and self-confidence of a racially oppressed people within the normalized world of white supremacy and imperialism. Du Bois and Garvery were on parallel paths with this very same thing in mind... along with thousands of young militant Black cultural workers thruout Black America evolving out of the "Harlem Renaissance Movement."

The February "Negro History" week was used not only to reflect and educate about our history of Struggle & resistance, it was also used to mobilize Blackfolk to fight against the daily racist terror and for true democracy and equity to prevail within the US borders. This purpose was nurtured and took on new more militant forms within the 1960's and 70's Civil Right/Black Liberation Movement(s). It was during this period that grassroots groups and individuals fought for setting aside the entire month of Februray for Black History celebration AND mobilization. Remember, during these decades, it was never about making Black History a government sanctioned event... or even a corporate sponsored one (that comes with capital's desire/need to pimp off every social/cultural attribute of its citizens).

For many decades, Black History Month was about bringing Black America's communities- especially its youth- together for reflection, renewal and action. From these Black History Month activities came, for example, the struggle to make Martin Luther King's birthday a national holiday; to systematically continue to celebrate the power, life and legacy of Brother Malcolm X; to make the connection with the Wars the US was waging to our anti-imperialist stances to those wars; to hilite the prominance and power of our fighting Sisters in such a way that an aspect of Black History Month flowed into International Working Women's Month (March).

In Other words, Negro/Black History Week/Month was a way for militant/nationalist Blackfolk to POLITICALLY mobilize thruout Black America from the 1930s thru the 70s.

But white supremacy within late capitalism had a way to absorb these militant nationalist moves as our overall Black Liberation Struggle disintegrated because of COINTELPRO actions and our own errors. By the late 70s/early 80s Budweiser and other capitalist multinationals saw that they could make money off of the nationalist sentiments of Black History Month. Simultaneously, some liberal and conservative elected officials saw the value in embracing Black History Month AND trivializing it down to food, song and dance and 6 or 8 Great Black Leaders. Eventually, these were the primary organizers and definers of Black History and the month. Today, they are the prime movers and shakers with their Black petty bourgeois wannabes promoting their "We too are Americans" myths and prettifying the centuries of enslaving Africans.

Just try to find a Black calander (outside of the Black Fax one) that celebrates our history as one of Struggle and Resistance. In 2006, Black calendars are celebrating our beauty, our ability to produce pretty Black art. We rarely ever see a calendar depicting how we fought back, our runaways, our Nat Turners and Gabriel Prossers, our Harriets and Callie Houses, Ida B Wells, Our George Jacksons and Malcoms. Calendars that show the militancy of the Black Reconstruction/New Negro/Civil Rights/Black Liberation Movements are now nonexistent.... Where are the Robert F. Williams, Malcolm X, Ruby Doris Robinsons calendars...?

The point I'm trying to make is this: Black History Month (many of us used to call it "Black Liberation Month") should be seen as a month of reconsolidating and recommitting ourselves to the struggle for Black Liberation- Just like we use to see May as African Liberation Month as doing just that. We should see February as a month of POLITICAL MOBILIZATION thru our culture and our powerful history. A month that helps bring our youngfolk into the struggle-mode. Black History Month should be seen as an ORGANIZING moment that WE define- in spite of what the rulers of this nation desire- in spite of what set of their negros and special sales and bogus TV programs they produce to pacify us in our misery.

Black History Month as an educational/mobilizing vehicle must be re-established. This can only be done by being actively engaged in our recpective communities. Not pontificators on the sidelines or in ebony towers.... Brother Carter G. Woodson envisioned his Week as just this: a consciousness-raising AND mobilizing vehicle.

Now more than ever, we need to continue Brother Woodson's vision.

The 6% interest may have been the AVERAGE interest rate for the US from enslavement days up to the year Brotha Mumford published his calculations.

Another important point: these calculations DO NOT include wages for child labor (enslaved African children started work at about 3 years old) and for enslaved African women's housework to maintain the hovels we lived in and raising the children (i.e enslaved childrearing = appreciating capital). These values would take us to well over $150 trillion!

These figures are so mindblowingly
large that they make no sense to us until we can visualize them with everday things.

Everybody can visualize a penny.... Just $10trillion in pennies would be a halfmile wide cube weighing 3 billion tons!! (go to: to see a rendering).

But the real value of these estimates for Reparations is to emphasize how central our ancestors were in creating capitalism and this now megapowerful country. It is also to show- in another way -that there's really no amount of money on earth that can compensate for the monstrous crimes committed against us (past AND present)... for hundreds of years 24 hours a day 365 days a year of every form of humiliation and spiritual degradation known to humans and animals.

The Potential Goodness of Our Global Black Culture

Brotha Sam Johnson,

Very good point. Black culture is a central component to today's capitalist culture... and vice versa. This is not to deny the positive, antisexist, liberating aspects currently rising within "HipHop' culture. This is to contextualize that positive reality... and help us set the frames of reference for our Black Liberation Movement.

I posted the article primarily to re-enforce the reality that Blackfolk in the US in the 20th and 21st Centuries have become "very Diasporic." Forced Migration/immigration has help to shape a new African-centered culture that flies in the face of all the internalized negative slurs/assumptions we hurl at each other's forced (artificial/colonialized) nationalities. We are all "In Da Mix" --whether we like it or not! We must never forget that our African ancestors were randomly strewn thruout the Americas (and europe and Asia) during the rise of capitalism and Europenas nations. By chance, for example, one line of my ancestors wound up in North Carolina, another line in South Carolina, and another in Jamaica... and another in Barbados. There are millions of us that have similar intricate global family lineages... and we haven't even talked about our Native American ancestors! Or our forced-by-rape-European ancestors!

To point out the Caribbean/Latin/South American contributions to HipHop is not about narrow nationalist one-upmanship... not about rendering HipHop into a Caribbean creation. It's to reveal that from now on African and African Diasporic culture will become even more intimately intertwined with each other... blurring borders and languages (i.e. Reggaeton). This will be a good thing IF WE control its CULTURAL and ECONOMIC developments.

If capital (and therefore, white supremacy) dominates, we will homoginate into the bleached blandness of a Fiona Apple/Kenny G-in-brownface capitalist cultural reality concerned only with mega bottomlines and a zombified Black consumer oblivious of politics, racial knowledge & pride.

For over 500 years, we have been a globalized people struggling to hold onto/reconstruct/define our "Africanness." Now that we are only hours away physically from each other anywhere on the planet.. now that we are instantly connected with each other anywhere on the planet, our cultural transformations will accelarate exponentially.

Are we strong enough (politically aware/globally informed), united enough (organized/mobilized) to define and direct that transformation for the betterment of Africans everywhere?

Over the past few weeks much has been discussed and debated about the African/African Descendents Caucus post-Durban gathering in Barbados from Oct. 1 to 6. This is, in part, an indication of the historic importance of the gathering.

Let’s be clear from the outset: despite a frustratingly negative start and a blow to PanAfrican-Cuban solidarity that needs to be immediately rectified, the African/African Descendents Caucus-sponsored conference achieved one of its primary goals.

We – more than 600 Sistas and Brothas from all regions of the Black World – established the Global Afrikan Congress (GAC). It is a necessary work-in-progress of a developing united front of African/African descendent organizations. About two years from now, GAC will hold another international conference to democratically ratify its constitution, sum up its work and plan for future struggles towards the liberation of African peoples everywhere. By the end of the conference, the vast majority of us recognized that this is a monumental task that requires us to be principled, open, united and in it for the long haul.

Now, about that frustratingly negative start

As many people have written and spoken of recently, there were mixed messages sent out by the key conference organizers about whether or not non-Africans should attend. To a veteran radical activist white American documentarian and his Asian activist wife - who have been, with their own monies, documenting the global rise of the Reparations Movement - were told by the conference organizers up to the Sunday before the conference that it was OK to attend. These two documentarians were only interested in filming the open plenaries and doing individual interviews of Sistas and Brothas active in Reparations struggles outside of the U.S. They were not interested in filming any of the 15 working groups because they understood the sensitive nature of the content of these sessions.

When the need for interpreters was raised during the planning months, the organizers opted for a Barbados-based professional translation service that had the technical apparatus - wireless headphones - and personnel to do simultaneous translation in at least four languages. Their staff included three or four white Barbadians.

In addition, there was a young Asian male student within the Canadian delegation and a young Lebanese activist woman who had planned to deliver a solidarity message from forces within the Palestinian Intifada. There might have been about four to six other whites and other non-Africans present during the hours of debates about whether or not non-Africans should attend.

These were the non-Africans that the British delegation initially objected to. After heated debates - unfortunately, I was still en route to Barbados - and a vote carrying 70 percent in favor of expulsion, subjectivity took over. This meant that you had “security” checking you out to see if you were “African” enough to enter the plenary meetings. If Bob Marley had showed with his pops along with Adam Clayton Powell during these moments, they would have been kicked out!

Fortunately, the working group leaders encouraged the delegates to stay the course and make real the reason they came to Barbados.

Political and economic fallout for Barbados


Another aspect one needs to take into consideration: the use of the conference center was underwritten by the Barbados government, which had openly invited the African/African Descendents caucus to hold its founding meeting in Barbados. The government has a nondiscriminatory policy that we as guests of the government should have respected. In addition, because the major corporate media focused only on this issue of expelling non-Africans, it can have a direct impact upon Barbados’ tourist-dependent economy as well as its relationship with a U.S. government hell bent on smashing all support for Reparations.

Anticipating some of this wrath, the delegates passed a unanimous resolution stating that there should be no reprimands placed upon Brotha David Commissiong and the semi-governmental Pan African Commission he heads up because of the terrible mis- and dis-information being spewed out by the international corporate press.

CIA presence


Speaking of the U.S. government’s rabid anti-Reparations policy, you can rest assured that they want to kill this growing movement before it matures into a powerful global force challenging white supremacy and imperialism’s crushing globalization. Of course, there were at least three CIA agents present in Blackface.

The Cuban delegation


The Cuban delegation – and, therefore, government – was not and is not in opposition to the formation of a global PanAfrican organization or of Reparations. They were and are opposed to the expelling of non-Africans when there was publicity saying this was an open meeting for those interested in being in solidarity with and helping to form the united front of Africans and African descendents.

We need not go into Cuba’s solid credentials of supporting with their own lives and medical and technical expertise African Liberation causes on the Continent and throughout the Diaspora. We don’t need to point out that Cuba has stood behind our Sistas Assata Shakur, Nihanda and other Black U.S. Freedomfighters for over 20 years - providing political asylum for them in spite of U.S. economic and military threats and bribes. We also need not point out that it was Fidel at the Durban UN World Conference Against Racism last year who laid out to the UN delegates the logic and moral necessity of Reparations. No other head of state took such a bold and clear positive stance for Reparations.

It is absurd for some of us to think 1) that Fidel and the Cuban government have been opportunistic in their steadfast support of African Liberation as it struggles to endure a 42-year U.S. induced economic blockade and psychological, chemical and germ warfare. Remember, tens of thousands of Cubans volunteered to go and Fight and Die alongside Angolan, Namibian and South African Freedomfighters during the 1970s because they understood their African roots and the evils of imperialism grinding Africa and Africans into horrendous poverty and illness.

2) that Cuba is a “white” or “Latino” nation like Argentina or Paraguay. Cuba’s 11 million people are overwhelmingly of African descent and a very mixed group of folk. The majority of the “white” Cubans now reside in Miami and northern New Jersey. The spiritual base of the Cuban people is Santeria, a Yoruba-based religion. Cuba’s overall culture has an explicit African base that they no longer deny, but openly embrace.

Brothas and Sistas, we, as the Global Afrikan Congress, will get absolutely no respect from many of those African/African Descendents we are going to try to join us in the monumental task of building the Congress if we do not immediately rectify our mishandlings with Cuba. It will haunt the Global Afrikan Congress and render us globally isolated as a bunch of narrow-minded super-Black nationalists seeking to unite only with the mythical “pure” African.

The birth of the Global Afrikan Congress

Through the various working groups deliberating over three days, the Global Afrikan Congress began to take shape. Keep in mind, the work was being done by hundreds of African people coming out of a very wide range of ideological and levels of activist experiences. The working groups were very open, lively and democratic in their deliberations, which rolled over to the final hours of plenary debates and discussions on structure and name.

Reparations for the crimes of slavery, slave trade, colonialism and the lingering vestiges of these through white supremacy has become our centerpiece, which all our work informs and is informed by. There was no debate on this.

The task now is to

1) immediately plan out the regional meetings so that they all occur within the next three to six months working towards a Global Afrikan Congress constitutional convention sometime in 2004 or 2005.

2) find ways to heal the wound between those Sistas and Brothas who chose to leave the conference after the vote supported the exclusion of non-Africans and bring them into the work ahead.

3) disseminate the working groups’ tasks and all the plenary resolutions to as many African/African Descent organizations as possible.


You and I, Sistas and Brothas, along with countless millions of our brethren and sistren imbued with a lot of hard work and principledness are the only ones who can make the Global Afrikan Congress the real thing: powerfully Black and victorious for us, our ancestors and our future.

Getting Clarity On Cuba's Determined AntiRacist Struggle

Happy New Year of Struggle, Sistas & Brothas!

The Title that "The Infamous Vinnie Gangbox" gave to the below article on Cuba is misleading: "CUBA`S JIM CROW SOCIALISM... 47 YRS AFTER REVOLUTION, BLACKS STILL AT THE BOTTOM OF SOCIETY...." That Cuba is about "Jim Crow Socialism" may be Brotha Gangbox's perspective, but the article takes a different slant on Black Cuba's History/current state and fate. The articles has a more positive slant towards Cuba's battle against racism.

One of the things that revolution does in any society- if it is an ongoing process -is open new areas of struggle against institutionalized and personalized oppressions. In other words, the battle to eliminate racism in a society takes on a protracted struggle because racism has been imbedded within every fabric and thread of society for over 500 years... and, hence, cannot be eradicated within a generation.

Particularly in Cuba: now that there is no longer a material base buttressing white supremacy and internalization of racial inferiority, "Black" and "White" Cubans now have a battle of ideas to deal with (within the everpresent global white supremacist capitalist system constantly bombarding Cuba's 11 million folk with its antiBlack propaganda and policies). The vast majority of Black Cubans living in Cuba see that they have a stake in maintaining the Cuban Revolutionary process of building Socialism. They have battled the Cuban leadership for the legitimate right to practice Santeria as an open religio-cultural aspect of Cuban society. They have battled for Black Cubans to advance in ALL fields of education and government. They have battled for Black Cuban presence on TV programs beyond sports and entertainment.

Cuba's central leadership is "browner" now than back in the 60's & 70's because of the positive antiracist policies of the Cuban revolution. Does all this mean that Black Cubans should now chill and be content with what is? Hell no!

Cuba's struggle to eliminate racism and racist ideas is not at one of its most critical stages... and will intensify either positively or negatively. That's up to "AfroCubans." Judging by some of the Cuban Sistas & Brothas I know living and struggling in Cuba, the next decade will be an even more positive advancement for "Black Cuba" specifically and Cuban Socialism in general- whether or not Fidel is alive.

Remember how the US government thought that with the death of Ho Chi Minh, the Vietnam Revolution would also die. Well, we know it more than not die: it intensified. Why? Because the struggle for selfdetermination and socialism was transformed into a peoples' struggle thru a peoples war. Vietnam was never about one great man holding down imnperialism.

And neither is Cuba. The Cuban Communist Party, the Cuban governmental structure from the neighborhoods up have had 45 years of daily struggle to educate, mobilize and bring into the leadership ordinary hard working Cubans... and, for the most part, they have succeeded against fantastic odds: a Blockade, continuous biological warfare upon their agricultural infrastructure, assassination attempts, global media lies and systemic whiteouts, US attempts at political and intellectual isolation, the lure of capitalist trinkets for Cuba's stars and regular folk....

Lastly, to reiterate for emphasis: the struggle for socialism IS the struggle for the eradication of racism. It's a multigenerational process because worldwide white supremecy still dominates the hearst and minds of billions of people directly or indirectly (just like the struggle to eliminate sexism/male chauvinism is a multigenerational process because of worldwide male chauvinism/sexism).

Cuba's advances on the antiracist front will always be remembered thru their tremendous political, economic and personal sacrifices to help beat back South Africa's (and by extension, the US and Europe's) Apartheid in the 1970's and 80's by directly confronting these racist forces on the battlefields of Angola and Namibia. Cuba's antiracism and internationalism will also be remembered by their principaled stance in support and portection of Assata Shakur and other Black/Latino US political exiles relentlessly being pursued by the US to be assassinated. We also will never forget the work they have done in educating thousands of African exiled children (and Africa's youth today) as well as their medical teams found by the hundreds thruout the African Diaspora bringing medical support and helping to train our Sistas & Brothas in medicine.

Let's not forget the standing offer to train Black/Latino med students from the US to come back and work in our medically depressed Black/Latino communities. Let's always remember the 1500+ Cuban doctors with tons of medical supplies waiting to be flown into the Post Katrina US GulfCoast to help in the vast rescue and recovery process. Many of those doctors were clearly of African descent.

All these things and more have had a powerful impact on the hearts and minds of Cubans and their struggle against white supremacist ideas and practices. I am cionfident we will see more advances on the racial front in Cuba over the next few years because it is the nature of people to live in racial harmony and Because the struggle for socialism in Cuba recognizes that true workers equality and workers power cannot be realized without the constant battle against racism and the evolution of Black leadership.

Can Afro Cuba survive after Fidel? by KAREN JUANITA CARRILLO Special to the Amnews Originally posted 12/22/2005

The latest rumor from Cuba is that the nation's leader, Fidel Castro, may have Parkinson's disease. It's only one of many tales about Castro's health, his wealth, and his governing abilities.

It's a CIA assessment that Castro personally refuted by delivering one of his customary five hour long speeches to a group of Havana University students. Castro has long been the subject of near-death rumors, despite the general health he enjoys at 79 years old. The reports usually originate in Florida's exiled Cuban-American community, where many have never forgiven the Cuban leader for taking power on the island during the 1959 revolution. Cuba's president traditionally dismisses the various rumors of stroke, brain hemorrhage, hypertension and other illnesses as the vengeful wishes of enemies who would love to see him dead.

Still, the inevitable reality of Fidel Castro's true passing is bound to lead to drastic changes on the island nation. And the most striking changes will affect the lives of Afro Cubans.

"Black Cubans continue to lag behind white Cubans," notes the journalist and activist, Willie Mack Thompson. "Pres. Castro has spoken to this … but this is especially frightening in an anticipated leadership transition. "My concern is that if Black Cubans enter into this transition with less resources and income – less status – they will not be able to compete and will thus be relegated to their pre-Revolutionary status. It will be a class struggle based on status." Castro's 1959 Revolution took Cuba out from under the control of monied interests strongly allied to the U.S. government.

Between the large agro-businesses and Mafia-controlled casinos, hotels and prostitution rings throughout the island, Black and white Cubans had bitterly complained of being treated as if they lived on a large offshore U.S. plantation. Castro's revolution nationalized island businesses, which led to the end of diplomatic relations between Cuba and the United States and a now 43-year-old U.S. economic embargo against the island. Cuba's survival has been buttressed by the education, employment and social inclusion of its large Black population.

But the fact that Blacks are not central to the political structure in Cuba may prohibit Afro-Cubans from playing a central role in controlling the island post-Castro. "The Black population there realizes that they have made gains since the Revolution," notes local Harlem activist Elombe Brath. "They understand that it's to their advantage to maintain the Revolution." Race-based discrimination was so fine-tuned in Cuba prior to Castro that even the nation's former president, General Fulgencio Batista, was denied admission to exclusive clubs because he was considered a mulatto, pointed out Brath, who hosts the show "Afrikaleidoscope" on WBAI-FM.

"There has always been a relative silence among Cubans about race and racial inequality," said Dr. George Priestley, who directs the Latin American Area Studies department at CUNY's Queens College. "And given the fact that so much has been done to erase the racial problems the island had, and that so much was done to address the issues of structural inequality, racial identification was for a while not encouraged. And a Black identification was particularly not encouraged."

The popularity of reggaeton, hip-hop and floetry among Afro Cuban youth may spark a higher degree of ethnic awareness, Priestley added. And that ethnic awareness – or Black pride – should spur stronger political responsibility. But in the meantime, the political awareness of Afro Cubans remains exclusively tied to the Revolution. "And Fidel is the one sustaining the Revolution: the reason Cuba is so strong is because of Fidel," said a prominent U.S.-based Afro Latino journalist who preferred not to be named.

"After Fidel, the Cubans in Miami will simply pounce on the island," this journalist contends. "They have connections in Cuba; they have their people in place in Cuba already. When they take over they're going to be opening up the political arena to the U.S. again. "The problem is going to be with Black Cubans who are not used to taking orders and won't stand for it. The white Cubans in Miami are still racists. They're making preparations for their return, but their plans don't include concerns about Black people." The majority of Miami-based Cubans are right wing and anti-Castro, called "gusanos" (worms) or "vendepatria" (traitors) by Castro supporters. There are left-wing Castro-supporting Cubans also living abroad, but they are not as frequently heard from in the media, because they are generally labeled communists.

Cuba has also been branded communist since the Castro-led revolution, but supporters see Castro's efforts as continuing the island's push for independence. Cuba has ostensibly been "independent" since Dec. 10, 1898, following decades of fighting between the nation's independence army, the Cuba Libre, and Spain.

By 1898, the war was between Spain and the United States, but Cubans had declared their independence as early as Oct. 10, 1868. At that time, they'd also called for the island to end its enslavement of Black people, but emancipation from slavery was not made law until Oct. 7, 1886. Afro Cubans took the lead in the fight to end Spain's dominance on the island, and for three decades they formed the majority of soldiers in Cuba Libre's ranks.

After its independence from Spain, Cubans felt they had to continue their fight to gain independence from the United States. Castro has always termed his Revolution a further battle in the struggle for Cuba's independence. "Fidel is a mortal being and as a mortal being he will die one day," notes the Afro Cuban journalist, author, and broadcaster Pedro Perez-Sarduy. "But Cubans know that Cuba has been transformed into a revolutionary nation over these past decades.

And Cuba will remain a revolutionary nation for many years to come – with or without Fidel! "I think these kinds of worries, so often repeated in recent years – mostly by people of goodwill, who don't live in Cuba – is in many ways similar to the wishes of those who don't want the best for Cuba after Fidel dies," Perez-Sarduy adds. "Obviously, it would be shameful for most of Cuba if the Revolution does not survive the death of its principal creator.

But he is not the only defender of the revolutionary ideals that began in 1868 and re-emerged on July 26, 1953 during the attack on the Moncada barracks in Santiago de Cuba. Cuba will survive with or without Fidel!"

In 2006, GhettoLit Dominates BlackLit-- Why?

Print media in the US is just as ruthless and racist in pursuing the almighty
dollar. So it should come as no surprise that in the absence of a strong Black Social
Justice Movement HoochieMomma Lit will become the dominant form of "literature"
flooding our streets and Black book sections of Barnes & Nobles/Borders/B. Dalton/Essence
Mag. Just Look at how Black America tolerates/uplifts BET, Black-oriented radio
programs, chittlin circuit "Yo Momma" plays and "HustlenFlow/get
Rich or Die Tryin'" type flix....

This whole US society is degenerating into a lump of antireaders/anti-intellectuals...
and Black America's quest to be "integrated" into this mess drags us down
with the dumbed down hedonistic white majority.

The revitalization of great BlackLit can only come about thru the revitalization
of our Freedom Struggle... our righteous fight for complete social revolution and
justice. Otherwise, all our youngfolk (and oldfolk) will have to inspire before
them is "Down Lowism" and "Swingers' Parties" and Gangsta Lit/Rap/Flix.
Capitalism will and does profit off of our youth's miseducation and glorification
of the superindiviualistic lifestyles of HoochieMommas and GhettoGangstas (both
of whom are submicroscopic playas upon the larger playing field of the highest form
of organized crime: capitalism).

Nick Chiles (below) could form a small group of parents and youth to sit down with
the B&N bookstore manager and work out a series of book signings/talks/dicsussion
groups/school collaborations dealing with the more serious BlackLit material. Or
Nick Chiles and a small group of folk could work with a local school and pull together
a reading club for preteens and teens that focus on positive BlackLit. Nick Chiles
could also help transform the local school's literature program and help in the
training of teachers in teaching good BlackLit (many of our young teachers have
grown up on just Terry McMillan, but Not Toni Morrison or Toni Cade Bambara. They
have grown up on reading the now classics from the 80's, but have rarely read BlackLit
before the 1970's... and then very very selectively).

There are many many things that we- as concerned parents and adults -can do to help
stem the ghettotrashlit tide. Every little collective effort-bit counts.

The Myth of Education Gap-Closing in NYC Scools (and the Nation)

Folks,

Malcolm X said (I'm paraphrasing): When a man with a 12 inch knife in your back
pulls it out 3 inches, you don't call that "Progress."

The Bloomberg/Klein spinmasters at the NY Times have produced another "gem"
of mythical propaganda with Dec 2's news article rosily headlined: "City's
Schools Cut Racial Gap in Test Scores". (the full article is below my critique)
also visit for the data.

DAVID M. HERSZENHORN's raggedy mishmash article is a classic attempt to abuse statistics
for the sake of shoring up and covering up a major corporate-sponsored education
implosion. Herszenhorn and The Times can get away with it because 99% of US citizens
don't have a clue about analyzing statistical data. Let's be real here: there is
a real educational meltdown going on in NYC's public schools (as well as the rest
of the US's public education system).

So let's take a look at the Times's attempt at bamboozling and obscuring and fabricating....

"The results are divided into four categories: below basic, basic, proficient
and advanced."

What The Times DOES NOT tell you is that "below basic" and "basic"
are actually about being super-illiterate/innumerate and functionally illiterate/innumerate.
A "proficient" score means that your child is AT grade level. The National
Assessment of Educational Progress (NAEP) lumps the "basic" level with
the "proficient" and "advanced" levels, thus distorting the
reality of literacy and numeracy in the US. It prettifies a national horror of tens
of millions of academically ill-prepared young citizens (but that's what present-day
capitalism needs!). So when you go to:
and look at the stats, regroup the stats to have basic and below basic together
to get a better picture of the depth and breadth of US miseducation.

For example: if we look at the nationwide Black 8th graders Math scores this way,
we'll see that 92 out of 100 Black 8th graders are incapable of doing -at best-
7th and 8th grade math! And 89 out of 100 NYC's Black students are in the same devastating
state. see:

"Mirroring a nationwide pattern on state by state results released last month,
reading scores in the urban districts were up in the fourth grade but flat or lower
in the eighth grade."

So how's this education progress when by the 8th grade, most children -at best-
know only as much as they did in the 4th grade?

"New York City's strongest results over all were in fourth-grade math, with
the number of students scoring at the basic level up 6 percentage points, to 73
percent, from 2003."

You get these results by:

(1) making the test even easier than all the previous ones...

(2) ...then spend 80-90% of classroom time teaching-to-the-test (meaning that no
real math education is going on... resulting in disastrous test scores and grades
by the 8th grade AND nurturing the pre-high school dropout rate)

(3) Give the test earlier in the year, thus testing more 3rd grade material than
4th grade material.

(4) systematically weed out low performing students test time.

"In fourth-grade reading, New York City's gap between the average score of
black and white students shrank by 10 points. Among Hispanic students the gap shrank
7 points."

10% and 7% shrinkage from what gap? It's never revealed. So these numbers sound
good but have no context. How wide was the gap? That's key to see how much progress
is being made and how long it will take to achieve parity.

"In all, 36 percent of white fourth graders achieved reading proficiency on
this year's test, compared with 16 percent of black students and 15 percent of Hispanic
students."

64 out of 100 white 4th grade students being illiterate is an alarmingly horrific
figure! But the Times hides this horror thru its glazing data-ese. 84 out of 100
Black 4th grade students can't read and 85 out of 100 Latino students can't read.
This is beyond horrific. This is educational genocide. But all this is counched
in the shroud of "progress" and "gap closing." I am convinced
that if white, Black, Latino parents are given test data in this manner, there would
be more outrage and action against Bloomberg/Klein (mis)education policies. But
the Times's job is not to give a true picture of the education crisis. There job
is to say: "You're doing a good job Bloomie!"

"...New York had the most striking gains in fourth-grade reading scores, with
57 percent of students testing at the basic level this year, up from 47 percent
in 2002...."

(1) How do you get 57% from the data state above: 36% white proficiency, 16% Black
profiency and 15% Latino profiency? Even if the Asian and "other" 4th
graders scored 100% proficiency (which they did not), they only constitute an even
smaller-than-white-students percentage of 4th graders.

(2) Don't forget: not ALL 4th graders took the tests: thousands were "absent"
from the exams thru various underhanded bureaucratic maneuverings.

"But while New York City could boast of encouraging gains in several areas,
the overall picture of student achievement remains sobering. The results showed
that in the city 43 percent of students remained at the below basic level in reading
in the fourth grade. And eighth-grade reading scores fell slightly on the federal
test, to 20 percent at the proficient level from 22 percent in 2003. The eighth-grade
reading scores were the one area where the gap between white and black students
widened."

(1) Education regression is progress according to The Times: "sobering progress."
I hate to see "drunken progress."

(2) Now we see reality: "...eighth-grade reading scores fell slightly on the
federal test, to 20 percent at the proficient level from 22 percent in 2003."
Translation: By the time your 4th grader gets to an 8th grade class in NYC public
school system he/she will most likely be among the 80 out of 100 who CANNOT READ
at either the 7th or 8th grade level (because the test content is really wieghted
on 7th grade material).

(3) "The eighth-grade reading scores were the one area where the gap between
white and black students widened." Why is the widening happening?

(a) Teacher expectation is higher for white teens than for Black or Latino teens.
(b) More tutorial support (via parents and schools) for white students
(c) White teens are surrounded by white achievement and power
(d) Black/Latino teens are surrounded by oppression, negative/criminal imagery,
eurocentric curriculum
(e) Black/Latino accept a form of racial inferiority complex about low test-score
expectations
(f) White Teens go to qualitatively better middle schools than Black/latinos

"Mr. Klein played down the fact that gains were made in moving students to
the basic levels, but not to the level of proficiency required by President Bush's
signature No Child Left Behind law."

Bloomberg/Klein Progress = getting students to basic level NOT proficiency level.
Emphasize this to parents and media rather than he reality that the city's children
are, for the most part, functionally illiterate.

"New York City's gains among black and Hispanic students were also accompanied
by drops in scores among white students that both national experts and local school
officials were at a loss to explain.

Some said the drop might be a result of the fact that the National Assessment of
Educational Progress tests a sample of students rather than the entire district.
Both gains or declines in scores must exceed the margin of error to be statistically
significant."

The Real Deal: When you gear all your teaching to making sure students pass exams,
this has a ripple effect thruout the system. One result is "white student alienation."
That is, there are culturally given expectations for white student's intellectual
development. Their family, their friends, their neighborhood expects that. But being
immersed in a test-driven schooling system collides with these expectations by the
time of the 8th grade test. Remember, most of these white students and their family
are already looking at high school and college. But many of them have experienced
only teaching-to-the-test and very little critical thinking that's essential for
being college bound. Hence, many white students join the ranks of the academically
aliented... and just tune out of his miseducation scene.

The National Assessment of Educational Progress's sampling is done in the standard
scientific manner: maximizing the possibility of getting a true representation of
NYC's white student population. So... don't blame NAEP for the white student score
decline: it's a result of years of teaching-to-the-test having a negative impact
on thousands of white teens.

success or failure, and he noted that black eighth graders in about half of the
urban districts had very low math scores."

This telling fact is buried near the end of the article. One thing we never see
in these news articles is projection. That is, given these data how long will it
take for Black/Latino 4th and 8th graders to reach parity with white/Asian students?
They don't want us to look at this because it would reveal that it would take DECADES
to reach parity. Remember, the education gap existed from the end of slavery and
was exacerbated by segregation's separate and unequal policies both NORTH and SOUTH.

Only total systemchange based on the premise that education is a Human Right can
reverse this education pogrom/implosion. No Bloomberg/Klein mandates of corporate
intervention can do it. No moral and intellectual suasion with Bloomberg/Klein can
do it. It's parents, students, teachers, communities emnvisioning another educational
system grounded in critical thinking and truly embracing New York's vast cosmopolitan
culture and fighting to make it real.

City's Schools Cut Racial Gap in Test Scores

BOSTON, Dec. 1 - New York City has narrowed the gap in achievement between black
and Hispanic students and their white counterparts, largely outpacing 10 other large
urban school districts in addressing such disparities, according to federal reading
and math scores in fourth and eighth grades that were released here on Thursday.

The scores, part of the National Assessment of Educational Progress ,
often called the nation's report card, measured math and reading skills in 11 of
the country's largest urban school systems. The scores are a subset of results from
nationwide testing that is widely regarded as the country's best measure of school
performance.

Over all, the results showed the urban districts making substantial progress in
math and very limited gains in reading compared to 2002 and 2003, when the big-city
schools were previously tested. In fourth-grade math, for example, eight of the
10 districts tested in 2003 posted significant gains in 2005. In eighth-grade math,
four of the 10 made gains. (Austin, Tex., which joined the urban study this year,
was not included in the 2003 results.)

Mirroring a nationwide pattern on state by state results released last month, reading
scores in the urban districts were up in the fourth grade but flat or lower in the
eighth grade.

Except for Austin and Charlotte, N.C., the urban districts remained solidly below
the national average in both reading and math. And some experts said Thursday's
results were a reminder of how far the urban districts still have to go.

New York City's strongest results over all were in fourth-grade math, with the number
of students scoring at the basic level up 6 percentage points, to 73 percent, from
2003.

New York was also the top urban district in reading in both the fourth and eighth
grades among students eligible for free and reduced lunch, an indicator of socioeconomic
disadvantage.

The results are divided into four categories: below basic, basic, proficient and
advanced. And New York, like the other urban districts, made better progress in
moving students from below basic to basic than in moving students from basic to
proficient. For example, in Charlotte, the most consistently high-performing district
in the study, only 24 percent of fourth graders were proficient in reading, which
is defined as solid academic performance.

Perhaps the most dramatic of New York's results was the substantial narrowing of
the racial achievement gap.

In fourth-grade reading, New York City's gap between the average score of black
and white students shrank by 10 points. Among Hispanic students the gap shrank 7
points.

In all, 36 percent of white fourth graders achieved reading proficiency on this
year's test, compared with 16 percent of black students and 15 percent of Hispanic
students.

In Washington, Margaret Spellings, the education secretary, singled out the gains
by minority students in New York as evidence of progress in big cities nationwide.
"We have proof now that high standards and accountability are paying off,"
she said. "Over all, this data shows that urban districts are helping urban
students achieve."

Schools Chancellor Joel I. Klein of New York said he viewed the federal test results
as a reaffirmation of big gains on the state and city reading and math tests last
school year.

"Our fourth-grade story is compelling," Mr. Klein said. "I think
it confirms a trend that we've heard a lot about, which is in the lower grades we're
getting really good results."

Of the 11 urban districts, New York had the most striking gains in fourth-grade
reading scores, with 57 percent of students testing at the basic level this year,
up from 47 percent in 2002. And Mr. Klein said the results reaffirmed his choice
of literacy curriculum.

"Some questions were raised about our curriculum and whether it would work
in high-needs minority communities," the chancellor said. "What this data
is telling you is, indeed, it does."

But while New York City could boast of encouraging gains in several areas, the overall
picture of student achievement remains sobering. The results showed that in the
city 43 percent of students remained at the below basic level in reading in the
fourth grade. And eighth-grade reading scores fell slightly on the federal test,
to 20 percent at the proficient level from 22 percent in 2003. The eighth-grade
reading scores were the one area where the gap between white and black students
widened.

Mr. Klein played down the fact that gains were made in moving students to the basic
levels, but not to the level of proficiency required by President Bush's signature
No Child Left Behind law.

"Look at the nation and you will see across the nation that there was no dramatic
changes in proficiency," Mr. Klein said. "That's why these data have to
be read comparatively."

New York City's gains among black and Hispanic students were also accompanied by
drops in scores among white students that both national experts and local school
officials were at a loss to explain.

Some said the drop might be a result of the fact that the National Assessment of
Educational Progress tests a sample of students rather than the entire district.
Both gains or declines in scores must exceed the margin of error to be statistically
significant.

Some officials hailed Thursday's results as evidence of marked improvement in school
systems long regarded as troubled and, in some cases, as educational wastelands.

"The real news here is not that we score below national averages, we know that;
most of the nation knows that," said Michael Casserly, executive director of
the Council of the Great City Schools, a lobbying group for urban districts. "The
real news is we are gaining ground on the rest of the country. The real question
is not whether urban districts can improve, but how fast can we do it?"

Ms. Spellings, who spoke at a conference on English language learners, said the
new data "belies some of the myths that urban America, that urban schools,
inner-city schools cannot effectively serve kids - and that is just wrong."

John Q. Easton, a member of the National Assessment Governing Board, which oversees
the federal testing, said at a news conference announcing the results that although
the scores were encouraging, much more needed to be done.

"The achievement gaps between whites and minorities are unacceptably high,"
said Mr. Easton, who is also executive director of the Consortium on Chicago School
Research at the University of Chicago. "On average, the lowest-scoring white
students often do better than the highest-scoring black students."

He added: "These data highlight a tremendous challenge. I hope they will help
keep us focused."

Local school officials, in districts stretching from Boston to San Diego, said they
viewed the federal results as cause for optimism.

Thomas W. Payzant, the superintendent of the Boston public schools, said: "The
most important thing about this for me is it creates a sense of hope. This is evidence
that urban school districts can improve and make significant progress."

The National Assessment Governing Board, which oversees the federal testing, unveiled
the urban district scores at a news conference at the Boston Public Library.

Mr. Easton, one of several officials making the presentation, cited research in
Chicago showing that ninth-grade outcomes are highly predictive of high school success
or failure, and he noted that black eighth graders in about half of the urban districts
had very low math scores.

"These students will have enormous difficulty in making the transition to high
school and passing, not mention doing well, in their freshman courses," he
said. "Urban districts must continue to seek new ways to prepare these students."

In some urban districts, the results were mixed. In Houston, for example, once led
by Mr. Bush's first education secretary, Rod Paige, the average reading scores in
fourth and eighth grade were not significantly higher than in 2003 or 2002. There
was also no significant change in the percentage of students scoring proficiently
in either the fourth or eighth grade.

But Houston's math scores were up significantly in both grades and the number of
fourth graders scoring proficiently in math rose to 26 percent, from 18 percent
in 2003. Among eighth graders, the number scoring proficiently rose to 16 percent
from 12 percent in 2003.

Mr. Casserly, of the Council of the Great City Schools, said the focus by many districts
on reading might actually be paying early dividends in math scores because students
can better read and understand problem-solving questions.

THE DEATH OF THE WILLIE LYNCH SPEECH

This is an excellent critique/expose of the Willie Lynch "talk." I have made it clear to folks anytime they raise this letter/talk that it's a fabrication. Brotha Prof. Manu Ampim has joined several other Black scholars and activists who have exposed the myths of the Wilie Lyncht 1712 talk by advancing a thoroly detailed refutation of its authenticity.

I first saw this "document" in a poor xerox form from a "Liberation Library" copy dated (I think)
1970. I might still have the paper buried in a thousand other old papers I have. When I first saw it, it also struck me as a contemporary piece and inaccurate historically.

We must struggle to exorcise this "urban legend" approach to our history and I'm glad to see this important contribution by our Brotha Prof. Manu Ampim being circulated.

DEATH OF THE WILLIE LYNCH SPEECH by Prof. Manu Ampim


Since 1995 there has been much attention given to a speech claimed to be delivered by a "William Lynch" in 1712. This speech has been promoted widely throughout African American and Black British circles. It is re-printed on numerous websites, discussed in chat rooms, forwarded as a "did you know" email to friends and family members, assigned as required readings in college and high school courses, promoted at conferences, and there are several books published with the title of "Willie Lynch."[1] In addition, new terminology called the "Willie Lynch Syndrome" has been devised to explain the psychological problems and the disunity among Black people.

Further, it is naively assumed by a large number of Willie Lynch believers that this single and isolated speech, allegedly given almost 300 years ago, completely explains the internal problems and divisions within the African American community. They assume that the "Willie Lynch Syndrome" explains Black disunity and the psychological trauma of slavery. While some have questioned and even dismissed this speech from the outset, it is fair to say that most African Americans who are aware of the speech have not questioned its authenticity, and assume it to be a legitimate and very crucial historical document which explains what has happened to African Americans.

However, when we examine the details of the "Willie Lynch Speech" and its assumed influence, then it becomes clear that the belief in its authenticity and widespread adoption during the slavery era is nothing more than a modern myth. In this brief examination, I will show that the only known "William Lynch" was born three decades after the alleged speech, that the only known "William Lynch" did not own a plantation in the West Indies, that the "speech" was not mentioned by anyone in the 18th or 19th centuries, and that the "speech" itself clearly indicates that it was composed in the late 20th century.

SILENCE ON LYNCH SPEECH

The "Willie Lynch Speech" is not mentioned by any 18th or 19th century slavemasters or anti-slavery activists. There is a large body of written materials from the slavery era, yet there is not one reference to a William Lynch speech given in
1712. This is very curious because both free and enslaved African Americans wrote and spoke about the tactics and practices of white slavemasters. Frederick Douglass, Nat Turner, Olaudah Equino, David Walker, Maria Stewart, Martin Delaney, Henry Highland Garnet, Richard Allen, Absolom Jones, Frances Harper, William Wells Brown, and Robert Purvis were African Americans who initiated various efforts to rise up against the slave system, yet none cited the alleged Lynch speech. Also, there is also not a single reference to the Lynch speech by any white abolitionists, including John Brown, William Lloyd Garrison, and Wendell Phillips. Similarly, there has been no evidence found of slavemasters or pro-slavery advocates referring to (not to mention utilizing) the specific divide and rule information given in the Lynch speech.

Likewise, none of the most credible historians on the enslavement of African Americans have ever mentioned the Lynch speech in any of their writings. A reference to the Lynch speech and its alleged divide and rule tactics are completely missing in the works of Benjamin Quarles, John Hope Franklin, John Henrik Clarke, William E.B. Du Bois, Herbert Aptheker, Kenneth Stampp, John Blassingame, Rosalyn Terborg-Penn, Darlene Clark-Hine, and Lerone Bennett. These authors have studied the details and dynamics of Black social life and relations during slavery, as well as the "machinery of control" by the slavemasters, yet none made a single reference to a Lynch speech.

Since the Willie Lynch speech was not mentioned by any slavemasters, pro-slavery advocates, abolitionists, or historians studying the slavery era, the question of course is when did it appear?

FIRST REFERENCE TO LYNCH SPEECH

The first reference to the Willie Lynch speech was in a late 1993 on-line listing of sources, posted by Anne Taylor, who was then the reference librarian at the University of Missouri at St. Louis (UMSL).[2] She posted ten sources to the UMSL library database and the Lynch speech was the last item in the listing. Taylor in her 1995 email exchanges with the late Dr. William Piersen (Professor of History, Fisk University) and others interested in the origin of the Lynch speech indicated that she keep the source from where she received the speech anonymous upon request, because he was unable to establish the authenticity of the document. On October 31, 2005, Taylor wrote:

"Enough butt-covering, now it's time to talk about where I got it. The publisher who gave me this [speech] wanted to remain anonymous…because he couldn't trace it, either, and until now I've honored his wishes. It was printed in a local, widely-distributed, free publication called The St. Louis Black Pages, 9th anniversary edition, 1994*, page 8."

[*Taylor notes: "At risk of talking down to you, it's not unusual for printed materials to be 'post-dated' – the 1994 edition came out in 1993].[3]

The Lynch speech was distributed in the Black community in 1993 and 1994, and in fact I came across it during this time period, but as an historian trained in Africana Studies and primary research I never took it serious. I simply read it and put it in a file somewhere.

However, the Lynch speech was popularized at the Million Man March (held in Washington, DC) on October 16, 1995, when it was referred to by Min. Louis Farrakhan. He stated:

We, as a people who have been fractured, divided and destroyed because of our division, now must move toward a perfect union. Let's look at a speech, delivered by a white slave holder on the banks of the James River in 1712... Listen to what he said. He said, 'In my bag, I have a foolproof method of controlling Black slaves. I guarantee everyone of you, if installed correctly, it will control the slaves for at least 300 years'…So spoke Willie Lynch 283 years ago."

The 1995 Million Man March was broadcast live on C-Span television and thus millions of people throughout the U.S. and the world heard about the alleged Willie Lynch speech for the first time. Now, ten years later, the speech has become extremely popular, although many historians and critical thinkers questioned this strange and unique document from the outset.

-------------------------- Full Text of the alleged Willie Lynch Speech, 1712:


"Gentlemen, I greet you here on the bank of the James River in the year of our Lord one thousand seven hundred and twelve. First, I shall thank you, the gentlemen of the Colony of Virginia, for bringing me here. I am here to help you solve some of your problems with slaves. Your invitation reached me on my modest plantation in the West Indies where I have experimented with some of the newest and still the oldest methods of control of slaves.

Ancient Rome would envy us if my program were implemented. As our boat sailed south on the James River, named for our illustrious King, whose version of the Bible we cherish. I saw enough to know that your problem is not unique. While Rome used cords of woods as crosses for standing human bodies along its highways in great numbers you are here using the tree and the rope on occasion.

I caught the whiff of a dead slave hanging from a tree a couple of miles back. You are not only losing a valuable stock by hangings, you are having uprisings, slaves are running away, your crops are sometimes left in the fields too long for maximum profit, you suffer occasional fires, your animals are killed.

Gentlemen, you know what your problems are: I do not need to elaborate. I am not here to enumerate your problems, I am here to introduce you to a method of solving them. In my bag here, I have a fool proof method for controlling your Black slaves. I guarantee everyone of you that if installed correctly it will control the slaves for at least 300 hundred years [sic]. My method is simple. Any member of your family or your overseer can use it.

I have outlined a number of differences among the slaves: and I take these differences and make them bigger. I use fear, distrust, and envy for control purposes. These methods have worked on my modest plantation in the West Indies and it will work throughout the South. Take this simple little list of differences, and think about them.

On top of my list is 'Age', but it is there only because it starts with an 'A': the second is 'Color' or shade, there is intelligence, size, sex, size of plantations, status on plantation, attitude of owners, whether the slave live in the valley, on hill, East, West, North, South, have fine hair, coarse hair, or is tall or short. Now that you have a list of differences. I shall give you an outline of action-but before that I shall assure you that distrust is stronger than trust and envy is stronger than adulation, respect, or admiration.

The Black slave after receiving this indoctrination shall carry on and will become self re-fueling and self generating for hundreds of years, maybe thousands. Don't forget you must pitch the old Black male vs. the young Black male, and the young Black male against the old Black male. You must use the dark skin slaves vs. the light skin slaves and the light skin slaves vs. the dark skin slaves. You must use the female vs. the male, and the male vs. the female. You must also have your white servants and overseers distrust all Blacks, but it is necessary that your slaves trust and depend on us. They must love, respect and trust only us.

Gentlemen, these kits are your keys to control. Use them. Have your wives and children use them, never miss an opportunity. If used intensely for one year, the slaves themselves will remain perpetually distrustful. Thank you, gentlemen."

WHO WAS WILLIE LYNCH ?

The only known "William Lynch" who could have authorized a 1712 speech in Virginia was born 30 years after the alleged speech was given. The only known "William Lynch" lived from 1742-1820 and was from Pittsylvania, Virginia. It is obvious that "William Lynch" could not have authored a document 30 years before he was born! This "William Lynch" never owned a plantation in the West Indies, and he did not own a slave plantation in Virginia.

DIVIDE & RULE TACTICS

The Lynch speech lists a number of divide and rule tactics that were not important concerns to slaveholders in the early 1700s, and they certainly were not adopted. The anonymous writer of the Lynch speech states, "I have outlined a number of differences among the slaves: and I take these differences and make them bigger." Here is the list provided in the Lynch speech: age, color, intelligence, fine hair vs. coarse hair, tall vs. short, male vs. female.

However, none of these "tactics" were concerns to slaveholders in the early 1700s in the West Indies or colonial America. No credible historian has indicated that any of the items on the Lynch list were a part of a divide and rule strategy in any early 18th century. These are current 20th century divisions and concerns. Here are the Lynch speech tactics versus the real divide and rule tactics that were actually used in the early 18th century:

It is certain that "Willie Lynch" did not use his divide and rule tactics on his "modest plantation in the West Indies."


20th CENTURY TERMS IN LYNCH SPEECH

There are a number of terms in the alleged 1712 Lynch speech that are undoubtedly anachronisms (i.e. words that are out of their proper historical time period). Here are a few of the words in the speech that were not used until the 20th century:

Lynch speech: "In my bag here, I have a fool proof method for controlling your Black slaves."

Anachronisms: "Fool proof" and "Black" with an upper-case "B" to refer to people of African descent are of 20th century origin. Capitalizing "Black" did not become a standard from of writing until the late 1960s.

Lynch speech: "The Black slave after receiving this indoctrination shall carry on and will become self re-fueling and self generating for hundreds of years."

Anachronism: "Re-fueling" is a 20th century term which refers to transportation.

OTHER STRANGE FEATURES

* William Lynch is invited from the "West Indies" (with no specific country indicated) to give only a short eight-paragraph speech. The cost of such a trip would have been considerable, and for the invited speaker to give only general remarks would have been highly unlikely.


* Lynch never thanked the specific host of his speech, he only thanked "the gentlemen of the Colony of Virginia, for bringing me here." Here, he is rude and shows a lack of etiquette. Also, no specific location for the speech was stated, only that he was speaking "on the bank [sic] of the James River."


* Lynch claims that on his journey to give the speech he saw "a dead slave hanging from a tree." This is highly unlikely because lynching African Americans from trees did not become common until the late 19th century.


* Lynch claims that his method of control will work for "at least 300 hundred years [sic]." First, it has gone unnoticed that the modern writer of the "speech" wrote three hundred twice ("300 hundred years"), which makes no grammatical sense. It should be "300 years" or "three hundred years." Second, the arbitrary choice of 300 years is interesting because it happens to conveniently bring us to the present time.


* Lynch claims that his method of control "will work throughout the South." This statement clearly shows the modern writer's historical ignorance. In 1712, there was no region in the current-day U.S. identified as the "South." The geographical region of the "South" did not become distinct until a century after the alleged speech. Before the American Revolutionary War vs. Britain (1775-1783) the 13 original U.S. colonies were all slaveholding regions, and most of these colonies were in what later became the North, not the "South." In fact, the region with the second largest slave population during the time of the alleged William Lynch speech was the northern city of New York, where there were a significant number of slave revolts.


* Lynch fails to give "an outline of action" for control as he promised in his speech. He only gives a "simple little list of differences" among "Black slaves."


* Lynch lists his differences by alphabetical order, he states: "On top of my list is 'Age', but it is there only because it starts with an 'A'. " Yet, after the first two differences ("age" and "color"), Lynch's list is anything but alphabetical.


* Lynch spells "color" in the American form instead of the British form ("colour"). We are led to believe that Lynch was a British slaveowner in the "West Indies," yet he does not write in British style.


* Lastly, the name Willie Lynch is interesting, as it may be a simple play on words: "Will Lynch," or "Will he Lynch." This may be a modern psychological game being played on unsuspecting believers?


WHO WROTE THE LYNCH SPEECH?

It is clear that the "Willie Lynch Speech" is a late 20th century invention because of the numerous reasons outlined in this essay. I would advance that the likely candidate for such a superficial speech is an African American male in the 20s-30s age range, who probably minored in Black Studies in college. He had a limited knowledge of 18th century America, but unfortunately he fooled many uncritical Black people.

Some people argue that it doesn't matter if the speech is fact or fiction, because white people did use tactics to divide us. Of course tactics were used but what advocates of this argument don't understand is that African people will not solve our problems and address the real issues confronting us by adopting half-baked urban myths. If there are people who know that the Lynch speech is fictional, yet continue to promote it in order to "wake us up," then we should be very suspicious of these people, who lack integrity and will openly violate trust and willingly lie to our community.

Even if the Willie Lynch mythology were true, the speech is focused on what white slaveholders were doing, and there is no plan, program, or any agenda items for Black people to implement. It is ludicrous to give god-like powers to one white man who allegedly gave a single speech almost 300 years ago, and claim that this is the main reason why Black people have problems among ourselves today! Unfortunately, too often Black people would rather believe a simple and convenient myth, rather than spend the time studying and understanding a situation. Too many of our people want a one-page, simplified Ripley's Believe or Not explanation of "what happened."

WILLIE LYNCH DISTRACTION

While we are distracted by the Willie Lynch urban mythology, the real issues go ignored. There are a number of authentic first-hand written accounts by enslaved Africans, who wrote specifically about the slave conditions and the slavemasters' system of control. For example, writers such as Olaudah Equiano, Mahommah Baquaqua, and Frederick Douglass wrote penetrating accounts about the tactics of slave control.

Frederick Douglass, for instance, wrote in his autobiography, Narrative of the life of Frederick Douglass, that one of the most diabolical tactics of the American slaveholders was to force the slave workers during their six days off for the Christmas holiday to drink themselves into a drunken stupor and forget about the pain of slavery. Douglass wrote, "It was deemed a disgrace not to get drunk at Christmas; and he was regarded as lazy indeed, who had not provided himself with the necessary means, during the year, to get whiskey enough to last him through Christmas. From what I know of the effects of these holidays upon the slave, I believe them to be the most effective means in the hands of the slaveholder in keeping down the spirit of insurrection. Where the slaveholders at once to abandon this practice, I have not the slightest doubt it would lead to an immediate insurrection among the slaves…. The holidays are part and parcel of the gross fraud, wrong, and inhumanity of slavery."[4]

Also, many nineteenth century Black writers discussed the specific tactics of the white slaveowners and how they used Christianity to teach the enslaved Africans how to be docile and accept their slave status. The problem with African American and Black British revelry during the Christmas holidays and the blind acceptance of the master's version of Christianity are no doubt major issues among Black people today. It is certain that both of these problems were initiated and perpetuated during slavery, and they require our immediate attention.

Many people who embrace the Willie Lynch myth have not studied the period of slavery, and have not read the major works or first-hand documents on this issue of African American slavery. As indicated above, this fictional speech is amazingly used as required reading by some college instructors. Kenneth Stampp in his important work on slavery in the American South, The Peculiar Institution (1956), uses the historical records to outline the 5 rules for making a slave:

1. Maintain strict discipline.
2. Instill belief of personal inferiority.
3. Develop awe of master's power ( instill fear).
4. Accept master's standards of "good conduct."
5. Develop a habit of perfect dependence.[5]


Primary (first-hand) research is the most effective weapon against the distortion of African history and culture. Primary research training is the best defense against urban legends and modern myths. It is now time for critical thinkers to bury the decade-old mythology of "William Lynch."
